Richardson has invested in its downtown through The CORE District — a redevelopment effort that has reshaped the city's historic center over the past decade into an active commercial and cultural area. Culture in the Core is the City's way of drawing residents into that space and putting it to use. The event features arts, music, food vendors, and programming that reflects Richardson's diverse resident base. In 2024, Culture in the Core merged with Light Up Lockwood into a single expanded production.
Culture in the Core is produced by the City of Richardson Parks & Recreation Department as part of its annual community events calendar. It is held in Richardson's downtown CORE District — a revitalized historic area that the City has developed over the past decade as a cultural and commercial anchor. The event is free and open to the public, featuring local arts, live music, food vendors, and community programming that celebrates the breadth of Richardson's population. In 2024, the event was combined with Light Up Lockwood, expanding the footprint and programming scope. ESW manages full event operations on behalf of the City.
The CORE District is Richardson's branded redevelopment zone for its historic central area, established through a 2009 comprehensive plan and formalized through rezoning in 2015 and 2016. It encompasses five neighborhoods — Downtown, Heights, Interurban, Lockwood, and Chinatown — and has been the focus of sustained city investment in retail, dining, and public programming. Culture in the Core was developed as part of that investment: a community festival designed to draw residents into the downtown and celebrate the cultural diversity Richardson has built over decades. The City of Richardson Parks & Recreation Department is widely recognized for producing some of the most active municipal programming in the Dallas metro, and Culture in the Core is a consistent part of that calendar. In September 2024, Community Impact reported that the event would merge with Light Up Lockwood, creating a combined community event with expanded programming and a larger footprint across The CORE.

ESW coordinates directly with the City's Parks & Recreation team on layout, vendor placement, entertainment staging, and programming flow. Since the 2024 merger with Light Up Lockwood, the combined event has a larger footprint that spans more of The CORE District and requires broader operational coordination across vendors, performers, and site infrastructure.
